Focus on Freetown
Reasons for population migrating to Freetown:

Provides best sanctuary from the rebel war
- Where the NGO's are established and have most influence
- Very little or no government protection in rural areas
- The Rebels cut off Roads to and from the capital
- Job opportunities
- Safe environment
- Little or nothing to return to in other areas
- Lack of tools and resources to reclaim the land
- Fear and trauma of previous experiences in other areas
A return to rural areas would face a shortage of:
- Coordinated support
- A shortage of men for the more physical work
- Guidance and knowledge and specialist skills from elders / older people which need to be passed down the generations
- Social organisational structure
- Cultural aspiration to once again be a farming community and work the land and all the related benefits
- Seeds to plant
- Tools and technology to farm
- Financial support from Central Government.
Strategies/ Options
- The redistributions of mainstream services.
- Encourage each region to excel in their area of strength
- Providing training schemes for young people right across the region.
- Supporting cultural and traditional skills.
- Continuous support & education for women
- Water Supper as priority
- Encourage agricultural projects in each region
- Maintaining high level of communication
- Transparency to maintain at all times
